In July 2020, PFAN introduced a new Framework Agreement between REEEP and the Advisor. The final stage in the network accession process is for the prospective PFAN Advisor to sign the Framework Agreement which sets out the services which the Advisor is to project project developers on a Call-Off basis.
The Framework Agreement includes a total of seven Call-Offs, which can be requested by the PFAN Advisor based on the Advisor’s perceived need of the project. Once a project is accepted into the PFAN pipeline by the Technical Committee, the first Call-Off that is allocated to the Advisor is always Call-Off 1, and therefore there no requirement for the Advisor to request it.
Once Call-off 1 has been submitted, approved by the Regional Coordinator and paid for, PFAN Advisors can request the following Call-Offs:
• Call-Off 2 – Project Development
• Call-Off 3 – Investment Facilitation
• Call-Off 4 – Finance Mobilisation Report
• Call-Off 6 – Ad-hoc Services (Events, Research or Project Origination)
Call-Off 5 – Supplementary Support and Call-Off 7 – Project Update and Re-Assessment are exclusively requested by either the Technical Committee or the Regional Coordinator.
Call–offs are requested by the PFAN Advisor based on the Advisor’s perceived needs of the project.
Please see more detailed information such as deliverables, expected outcome and financial remuneration in the tables below.
More detailed infromation on the Framework Agreement and the Call-Offs can be found in the PFAN Handbook (link ) or the PFAN Journey PowerPoint (link ), and the new Framework Agreement webinar (link).
New Call-Offs can be requested in the Advisor’s Portal from active Project Cards (Call-Off 2 – 4) as well as from the Regional Supporting Services card (Call-Off 6).
There are different questions linked to each Call-Off request. These questions are mandatory and need to be answered before being able to submit the Call-Off request.
Regularly save your Call-Off request to not lose any data. All Call-Off requests that have not yet been submitted or sent back by the PFAN team can be found in the PFAN requests section under New / Sent Back Call-Off Requests.
Once all the relevant information has been provided, you can submit the Call-Off request by clicking ‘Submit’ on the bottom right of the form. The submitted request will show in the Submitted Call-Off Requests section of the Advisor Portal.
Once you have submitted the Call-Off request, it will be reviewed by the PFAN team. You will receive an email notification once the Call-Off request has been approved. After the approval of the Call-Off request, the PFAN team will prepare a Call-Off contract that needs to be signed between yourself and REEEP.
Similar to the previous contracting system, a number of deliverable reports have to be submitted for each Call-Off (see tables below). The format as well as the workflow of the deliverable reports are identical to the previous reporting system.
Call-Off 1 – Action Plan Call-Off 1 – PDR1
